Why aren’t the local PDs having safe bike riding classes for adults and handing out reflectors? I live in a town where bikes are considered a mode of transportation and their riders have certain responsibilities regarding traffic laws. Violators can and do receive tickets.

No no no. Completely wrong.
He can ride his bike in a proper lane with lights. Also, he has a duty to maintain the safety of others whom he is sharing the road with.
