Kiddush hachodesh is a birchas ha’reiah. Meaning if one sees the moon after the proper time (3 days) then one makes a bracha. And if one doesn’t see it then you don’t the bracha. Just like seeing the ocean and the like.
There will be a levana on the first night, it just may not be visible
We should not say there is “no levana” the phraseology is problematic
Just to clarify a bit more:
The correct מראה מקום for the ערוך השלחן is סימן תרכ”ו סע”י.
There are numerous Poskim who hold that it is permitted to say קידוש לבנה on Friday night even if it is not the last night, if there is a חשש that it will be cloudy the other nights. עי’ מטה אפרים.

Finally there is a מחלוקת when the final night to say קידוש לבנה with a ברכה.
The Mechaber holds that the last night is the 15th of the month, the First night of Yom Tov.
The Rema disagrees and says until half the month passes, which this month comes out at 2:39 AM on the Second night of Yom Tov.

Making it 7:39 Monday evening, not long after shkiah?
Question…shouldn’t it be 7 hours before 2.39 (which is based on jerusalem time)?
