Enrollment Period opens for Housing Choice Voucher (HCV) Program

The HCV Program today has opened enrollment. The enrollment period is from Monday, February 4, to Friday February 8, 5:00 p.m.

The HCV Program is a federally funded program that provides housing subsidies on behalf of low-income persons for decent, safe and sanitary housing.  Persons applying must meet all of the US Department of Housing and Urban Development’s (HUD) income and eligibility requirements.  All Pre-applications submitted on-line for housing assistance will be accepted through a lottery process.  15,000 pre-applications that are selected through the lottery will be placed on the waiting list.  You must be eighteen (18) years of age or older to apply, or an emancipated minor.  Only one (1) pre-application per household per county will be accepted.

Maximum Income Limits:
Your total household income cannot exceed the limits shown on the below county income chart.

At the time of selection from the waiting list, applicants must meet the income limits of the county where they will be residing and provide proof of residency. The chart only goes up to 8 household members. If you have a larger household, please contact DCA at 609-292-4080, select Option 1 or 8 for assistance in determining the maximum income limits for your household.  The income chart shows income limits that are in effect now.  HUD routinely adjusts income limits on an annual basis which could affect your eligibility in the future.

When:  Pre-applications for the lottery will be accepted ONLINE only.  The open enrollment period for the lottery is Monday, February 4, 2019 9:00 a.m. to Friday, February 8, 2019 at 5:00 p.m. Eastern Time.  Because pre-applications will be selected through a lottery process, it does not matter when you submit your pre-application as long as you do it during the open enrollment period.  Every application submitted during the open enrollment period has a chance of being selected during the lottery.

How: Use this link, https://www.WaitlistCheck.com/NJ559 to apply on-line. Pre-applications can only be made on-line.  Submission of a pre-application does not guarantee placement on the waiting list. Only one pre-application per household per county will be accepted. Duplicate pre-applications will be rejected.  Paper pre-applications will not be distributed or accepted.

Where: Pre-applications can be submitted ONLINE with the use of a personal computer, laptop, smart phone, or tablet by going on-line at https://www.WaitlistCheck.com/NJ559. NO pre-applications will be accepted in person.

Information Required: Names, social security numbers, birthdates and income information for all individuals living in the household. An email address is required. If you do not have one, the application process will allow you to create one.  If you need assistance in another language the pre-application is available in 90 languages; which can be found at https://www.waitlistcheck.com/NJ559, at the top right of the pre-application.

Reasonable Accommodation:  The Department of Community Affairs (DCA) will extend reasonable accommodations to disabled individuals on a case-by-case basis and will take into consideration the disability and the need(s) of the individual(s). An individual can call DCA Applicant Service Unit at 609-292-4080, Option 1 or 8, for a reasonable accommodation or dial 2-1-1 or text your zip code to 898-211 for further assistance.

Lottery Process: The waiting list placement will be based on a computerized selection (lottery) process. Once the waiting list open enrollment period ends, pre-applications will be selected to be placed on the waiting list after sorting preferences. Submission of a pre-application does not guarantee placement on the waiting list, eligibility, or an offer of a Housing Choice Voucher.

Pre-application Screening:

A screening of tenant’s background history including criminal background checks will be conducted during the eligibility interview process for all adults household members requesting housing assistance when funding becomes available.

Status information will be posted at: https://www.WaitlistCheck.com on or after February 22, 2019.  At this site, you can verify if you were selected for the waiting list.  If you were selected to the waiting list your status will be Active.
