  1. Declaring a state of emergency is only beneficial in the long run. If there is damage to state roads and or apparatus because of the snow storm the only way the state can get $ from the federal government is if there was a state of emergency declared beforehand.

  2. Yes he is. And it’s wasting the state a lot of money. Every time there’s an inch of snow on the ground you don’t need to declare a state of emergency.
