the Rav shlit”a says that one may even travel if needed so he is talking about pikuach nefesh and he compares the heter of using a computer or a phone to the heter of those issur d’Oraisa’s usually involved with traveling. this sounds like under non pikuach nefesh circumstances any use of or interacting with a computer or similar device on Shabbos os Yom Tov is a serious aveirah. many home appliances and installed systems are controlled by similar computer interactions.
