  1. I am not sure why the picture show the phrase highlighted in pink.

    That clearly says that the switch-over is postponed when there is an extra day in the COMING February. That does not apply this year. Last year was a secular leap year. The reason we are starting on Maariv on the 5th of December this year is because we really should be starting on Maariv on the 4th but that coincides with Shabbos when Tal UMatar is not said.
